On-Lot Sewage Maintenance Program

In July of 2008, Washington Township adopted an On Lot Disposal Sewage Maintenance Program, (OLDS) as part of the Pennsylvania Department of Environmental Protections approval of Washington Township’s Act 537 plan. This ordinance, establishing the OLDS program requires that all on-lot sewage disposal systems (also called septic systems) be pumped out by a qualified pumper/hauler one time every (5) five years.

Listed below is the Washington Township Property Owners Responsibilities to remain in compliance with the OLDS Program.

ON LOT DISPOSAL SEWAGE MAINTENANCE PROGRAM

1. Notification is mailed to property owners beginning of January informing your property is in the area that has been scheduled by Washington Township to have your on-lot sewage disposal system pumped. Included with your notification is an On Lot Disposal Sewage System Pumpers Report to be completed by the pumper/hauler. Your pumper/hauler may need your assistance in completing the report.

2. Property owner contacts a qualified pumper/hauler and schedules to have their on-lot disposal sewage system pumped prior to December 31st of the year notified.

3. Property owner submits the township copy of the completed Pumper’s Report and a copy of the Pumper’s Billing Receipt to the township office. To ensure that your property will be documented at the township office, make sure your property parcel number as printed in bold above your name on your notification letter or envelope is written on all the documents that are submitted to the township office.

4. Each property owner will be notified by Washington Township in five (5) years of your next pumping requirement.

Any property owner that has had their on-lot sewage disposal system pumped between the dates of January 2004 through January 2009 may submit a copy of the pumping receipt you received from your pumper/hauler to the township office. A property owner will be considered to be in compliance with the ordinance. The new date that your system must be pumped will be delayed to conform to the general five year frequency requirement.

If your on-lot sewage disposal system is in need of repair, a property owner shall first contact the appointed Sewage Enforcement Officer of Washington Township to make the necessary repair.


To determine the year your septic tank is scheduled to be pumped, find your tax property parcel number. Your property parcel number is located above your name on the notification letter or envelope mailed to you: Example 66-9-100. The middle number determines the year your septic tank is scheduled to be pumped.


The Pumping Schedule is established as such:
2010 - 8, 11, 12, 18
2011 - 10, 7
2012 - 5, 13, 14, 15, 17, 21, 22
2013 - 1, 2, 3, 4, 6
2014 - 9, 19, 20

A property owner who pumps their septic tank more frequently than the five year pumping cycle, may continue to do so. Washington Township asks that you submit a Pumper's Report and a copy of the billing invoice one time every five years.
